A city that changed grids, and the weather that made it matter

Lubbock has a grid history no other Texas metro shares. Lubbock Power & Light was the largest Texas utility outside ERCOT, sitting in the Southwest Power Pool, and during Winter Storm Uri in February 2021 it was SPP, not ERCOT, that ordered the city into rotating outages. The move across was done in two phases: about 70 percent of the load transferred over Memorial Day weekend in 2021, and the remainder in December 2023, the largest single customer transfer in ERCOT’s history. Lubbock now lives with the same statewide grid conditions as the rest of Texas, on top of local weather that has always been severe: the 1970 tornado killed 26 people and took a power plant out indefinitely, dust storms regularly bring down lines, and 2023 brought 46 days at or above 100 degrees.

Is Lubbock on ERCOT now?

Yes, and recently. Lubbock Power & Light moved about 70 percent of its load from the Southwest Power Pool into ERCOT over Memorial Day weekend in 2021 and completed the transfer in December 2023, the largest single customer transfer ERCOT has handled. Retail choice followed in 2024. If your emergency plan or your insurer’s paperwork still describes the city as an SPP island, it is out of date.

Does blowing dust actually affect a standby generator?

Yes, and it is the West Texas failure mode people underestimate. Dust loads air filters and radiator cores, which shows up as high coolant temperature on the first long run of an outage rather than during a five-minute no-load exercise. Dusty sites need shorter filter and cooling-system intervals than the manual assumes, and the annual load bank test is what catches the derate before an outage does.

You are in Midland. Can you keep a hospital plant on contract from there?

Two and a half hours is a routine service radius for scheduled work: annual load bank testing, NFPA 110 documentation, oil and coolant sampling and fuel polishing are booked visits. For life-safety loads we would rather sell you monitoring and a maintenance contract with priority dispatch than a same-day promise we cannot keep from that distance.
