Corpus Christi is a port and energy town, and the standby power question here is different from anywhere else we cover. The Port of Corpus Christi is the third largest port in the United States by tonnage and moved a record 206.5 million tons in 2024, most of it crude oil, which the port describes as making it the country’s largest crude export gateway. The refining complex behind it includes Valero’s Bill Greehey refineries, Flint Hills Resources and CITGO. Cheniere’s Corpus Christi LNG, the first greenfield export terminal in the lower 48, completed its Stage 3 expansion in 2026.

The rest of the critical load is just as unforgiving. Naval Air Station Corpus Christi is the headquarters of Chief of Naval Air Training, and the Corpus Christi Army Depot next door is the Army’s largest helicopter overhaul depot and the largest industrial employer in South Texas. Driscoll Children’s Hospital is the only freestanding children’s hospital in South Texas. The city has also spent a decade arguing about seawater desalination in the Inner Harbor; the council rejected that contract again in September 2026, which leaves the region’s long-term water supply, and the industrial load that depends on it, unsettled.

All of it sits on a coastline that takes direct hurricane strikes, which is why standby plant here is inspected, fueled and tested to a different standard than plant three hours inland.

A coast that has been hit, and a grid that has failed

Hurricane Celia crossed Corpus Christi Bay in August 1970 with gusts reported to 180 miles an hour, destroyed nearly 9,000 homes and remains the costliest storm in the city’s history. Harvey in 2017 took more than 18,000 area customers off AEP Texas supply within hours of landfall, and restoration in the worst-hit coastal communities ran open-ended. Hanna made landfall on Padre Island in July 2020 and pushed regional outages past 200,000. Winter Storm Uri then proved the risk is not only seasonal: in February 2021 ERCOT ordered the largest manual load shed in US history. Coastal transmission has been reinforced since, including AEP’s roughly $218 million North Shore improvement driven by new San Patricio County load, but the storm exposure is structural. A generator that has not been load banked and had its fuel polished before June is a liability, not an asset.

Does a generator on the coast need a windstorm certificate?

Not as a blanket legal requirement, and the distinction matters. Nueces County sits inside the Texas Department of Insurance designated catastrophe area, where a TDI windstorm certificate of compliance is what makes construction eligible for windstorm coverage through the Texas Windstorm Insurance Association. Whether you need one depends on your insurance and on your local permit, not on a statewide mandate, and certification runs on an application before the work rather than an inspection after it. What it changes for a generator is the pad, the anchorage and the enclosure rather than the engine, so it is worth settling at specification. We check your address and your carrier position before quoting.

How should a coastal facility prepare a generator for hurricane season?

Fuel first: diesel that has sat through a Gulf Coast summer grows water and microbial growth, so test it and polish it before June rather than during an evacuation. Then a load bank test at the rated load, a transfer test with the building load, a check of batteries and block heaters, and a written record of all of it. Storm restoration on this coast has run for days, not hours, so runtime and refueling arrangements matter as much as whether the unit starts.

Who is the utility, and does that change anything?

AEP Texas owns the wires in the Coastal Bend, and ERCOT runs the grid it connects to. That matters in practice because your exposure has two sources: a statewide generation shortfall like February 2021, and local distribution damage from a storm. A standby plant covers both, which is why port, refinery and hospital loads here are on maintenance contracts rather than annual check-ups.
